He's a ninja! He should have smoke and flash pellets and, I dunno, mysterious ninjaness to make distractions. Bullets are for boring people.

Golden Age Batman wasn't a ninja. That wasn't added until the 70s. He did know judo and kickboxing. And he was as agile as the plot demanded.
