I kind of read at that seen as Diana just placating Ted. It seems like he would've called her before flying out there if he thought she was serious.

Of course, that's pretty moot because Guy didn't know about the circumstances. I can see Guy snapping at Diana even though he likes/respects her, but being lecherous about it seems like it doesn't fit.

Nah, she's sincere. She's Wonder Woman, she's always sincere. She's the one who brings up the kryptonite, even, in support of his concerns. He's not even actually asking her for anything, she's responding to his offhand comment - she's the only one who approached him rather than the other way around. And Ted knows she means it when she says she believes him, he gets this wonderful little "oh thank God" look on his face, and then when J'onn dismisses him (JLI J'onn! His friend! A smart and compassionate guy! AUGH WHY WAS EVERYONE SO RIDICULOUSLY OOC IN THAT STUPID EVENT!), he defends himself with "Diana believes me, are you calling her gullible?" (To which J'onn, inexplicably, sort of says "yes.")

My sense of why Ted didn't involve Diana past that is because of his own C-list insecurities - he'd already gotten everybody mad at Babs for helping him out earlier, and he just didn't think he had the right to ask Diana to put herself in that situation too, or to divert her from whatever "more important A-list" problems she might be dealing with.

But even if WW believed Ted and would have been willing to help, she also may have thought that it wasn't that big of an issue to immediately and directly get involved with. She basically said "call me if you need help," not "let's team-up right now and get to the bottom of this." (Which is weird cause I believe WW would have said the latter.) But because she didn't immediately team up with him, it's like she's saying to Ted that his issues are not that important, which can be interpretted as "giving him a pat on the head and sending him on his way."

In either case, I think it was mainly the writers wanting to cause a schism between the tiers of superheroes that led to some errors in characterization.
