With Luthor, anyway, I like the idea that he lets his irrational dislike of Superman get in the way of actually doing something useful with his phenomenal intellect.

See also 52, where in a year without Superman, what did Lex do? Try to take over the world! (Of course!) Superman even calls him on it. Paraphrasing: "You always said you could solve the world's problems if I wasn't in your way. I was gone for a year. What exactly did you accomplish?"
