Just zapped some wacko with a red octopus looking patch on his shoulder. Not friendly. Stay away from anyone with that patch.

	Disrupting communication along neural pathways, of course! I suppose it must be functionally similar to the taser Ianto has, but that doesn't interfere with memory so it must be a cruder design.
