Panic spread throughout the realm. The Elders had already put all the whitelighters on lockdown after they'd learned of the release of the Titans - news that sent shivers down the spines of even the newest and lowest of Whitelighters - which meant that unless absolutely necessary no-one was to orb to the mortal realm, for fear that the Titans might use them in some way.
