What: After doing some digging on Black Widow's new life, James decides to get more involved than he really should.

Nights in Gotham were cold and dark; the perfect atmosphere for someone like James. He had gone there after his brief run in with Natasha. A failed assassination attempt was a problem, but so far, none of his old handlers had appeared to punish him for it or take him back to the warehouse he'd woken up in. It was strange. He was not complaining, though. It meant that now, he could do things his own way, at least for a little while.
The only issue was the mission that was still firmly in his head. Natasha was an enemy of the State. She needed to be taken care of, as much as he hated the thought of it.
But maybe there were ways of getting around it. When he arrived in Gotham, he started researching whatever he could about the organization she worked for; SHIELD. They were not too dissimilar from what they had both been involved in during the Cold War. It was no surprise that she had gone from one dark place to another.
James wanted more answers than his own observations could provide. The problem was, though, that he did not know of anyone else in SHIELD beyond Natasha. If he was going to get answers from anyone, it'd have to be one of their agents, preferably someone in a high ranking position.
After reading up on various situations SHIELD had dealt with in the past, James concocted a plan. It was simple, and maybe a little strange, but he had a feeling it would work.
Natasha had told him that the Cold War was over, and from what he'd seen, the Soviet Union had been dissolved, too. Spreading Soviet propaganda around Gotham would certainly get the attention of people who knew what they were looking at. The poster was a copy of an old design that he'd seen around Moscow many years ago, but he'd added a twist. In the writing was a code for a specific location and time. November 17th three o'clock AM. The Gotham pier. It was also laced with a colorless, odorless chemical dust that caused burns when touched.
He spread them everywhere he could think of, and then he watched and waited, and on the specific night he had listed, he went to the pier to see if any of Natasha's co-agents would appear.
