According to Strange, this is the alternate dimension. It's weird. Don't try to understand it. You'll just get a headache.

We got Nagel's location. Currently regrouping in a Wakandan safe house.

Wilfred Nagel? He works for the Powerbroker. The Powerbroker owns half of Madripoor. You'll need to stay under his radar.
