It has been policy to avoid interfering in the affairs of lesser races since an expedition caused the mass slaughter of a species known as the Kalanthi. I have only recently been able to remove the laws against the assembly and use of the war machines used in that incident.

After you have shown the Hierarchy you valor against the Zerg, the topic may be revisited.
