Why would they be looking at my shoes?
Who: Zadkiel Thrush and Katherine Athena
When: Sunday, May 16, 2096, 2 pm
Where: Ray's Boathouse
What: Zadkiel meets with Katherine to discuss a few things.
Status: Closed, Complete

Zadkiel had every intention of getting to Ray's Boathouse early, but the city continued to defeat his sense of direction (which he'd always thought of as being quite good), and he only just barely made it on time.

He stepped inside and walked up to the podium where a man in a suit stood, looking down his nose. The man looked him up and down, taking in his slightly wrinkled jacket, khakis with the discolored bottoms (even though he'd just washed them) and his Converse sneakers. He hesitated long enough that Zadkiel started to feel uncomfortable.

"I'm here to meet with Katherine Athena?" he managed. "Sir," he added belatedly.

"This way," the man said, leading him into the dining room. Zadkiel followed obediently, his eyes just ahead of him, feeling terribly conspicuous.

"But you do, don't you?" he asked. "You do decide that for me, for all of us, in a way. Or you have a hand in that decision." He'd spent a lot of free time in the past week giving himself a crash course on how the United States government worked. "Your voice is half of the voice of Washington, when it comes down to making decisions that affect everyone in this country, isn't it?"

He stopped, blinked, obviously startled by himself. He opened his mouth to apologize, then shut it without doing so.

He sounded like Alistair and like Alistair, he was right. Unlike Alistair, however, Katherine had no intention of letting him know this.

"I was speaking of personal morality," Katherine answered. She was switching from wine to water even as she subtly gestured the waiter to keep Zadkiel's filled. "The little things, like walking an elderly person across the street or holding the door open for someone. Or the bigger things. Lying, cheating, stealing. The government doesn't yet make those choices."

"But it has, hasn't it? In a way? For some of us, anyway, it has decided that we're incapable of making those decisions for ourselves, that we cannot be trusted to choose rightly. Hasn't it?"

He cocked his head to the side, studying her. "You've given a few of us a chance, and the freedom to continue to make our own choices, according to our own sense of right and wrong. To try and prove that we are capable. For that I can only thank you."

Zadkiel took a breath, let it out slowly. "You don't know anything about where I come from?"

"I could make a few guesses," Katherine paused. "But no, I don't actually know." She studied him in return, her eyes trying to determine how honest his earnest exterior was. "In response to your first question, yes. I suppose you are correct. Ultimately, however, I've always believed in free will whether you consider that a question of law, faith or conscience."

She didn't know. Zadkiel breathed a sigh of relief and took another sip of wine. It meant, at least for the moment, his family was still safe. Although it seemed that the community was now in agreement with the government, or vice versa, so perhaps even if they were discovered, it wouldn't go badly for them. He was the one in danger now, no matter where he went. The only way he stood a chance of maintaining any semblance of freedom was by agreeing to do what this woman asked.

"You said at the meeting that you wanted the group of us to be the public face of Wild Cards, or something like that. But you chose me because the government knows nothing of me." He wasn't sure how to form the contradiction into a question.
