Let me get this straight. People cast spells here and there's no White Council to punish them? Cool! I could get to like it here.

Hi, I'm Harry Dresden. Wizard.

There's no Ministry either. What's the White Council?

I'm Dom Weasley, Witch. Pleased to meet another magic user, Harry.

The White Council consists of a hierarchy of wizards, headed by the Merlin, who watch over the magic-users of my world. If you break one of the Seven Laws of Magic your life is forfeit. Which is a pretty crappy system, given that a lot of youngsters don't realise they've broken a Law until a Grey Warden shows up and takes them to trial. If you think I disapprove of this, you'd be 100% correct.

It's very good to meet you, Dom. I look forward to exchanging views and spellcraft as time goes on.

Wow. Only seven laws and death if you break any of them? The death penalty for everything sounds barbaric, I can't say I approve of that either.

Don't you have schools to teach kids how to use magic?

Likewise. it'll keep me distracted

The laws are pretty specific and the motives behind them are sound, but it doesn't allow for exceptional circumstances. For example suddenly your powers arrive and KAPOW! you can't control them.

Unfortunately not. It would a step forward if we did, though most wizards end up with a mentor they apprentice to. It's an imperfect system, though recently some friends of mine started an outreach program to magic-users of lower levels control their powers and protect each other. It's not perfect, but it's a start.
