Perhaps they make sounds that sound like they are talking but they are not using language. They definitely cannot carry a conversation like humans can.

Actually, they've made it so that any animal can carry a conversion the same as humans can. It just requires special buttons.

Well, the buttons for the animals isn't a new thing. It's actually pretty interesting. Some of them even show you how they train them to use them. Dogs and cats alike.
