Occasionally they do, yes. There is no rhyme or reason to who returns and who does not though.

I'm not sure I'd call it just that. Sure, being able to control when people come and go would be a hopeful, eventual outcome, but right now it's more getting a better understanding of the portal and being able to even just properly measure and predict its whims is more the level we're at right now.

To the second, it seems that new sets of keys arrive whenever people leave here at the base. Some have gotten new apartments today. I can check to see if one of these is for you.
