I didn't know Babs had adopted Misfit, so I'm going to go and eat those words.
I wouldn't say that Bruce is the better parent, but I don't think he's worse. Bruce wanted to keep Cass as Batgirl not just because she'd be his perfect weapon, but because he thought that was the best for her on top of all the skills she brought to the family.
Bruce wanted Cass to say his little weapon forever. Babs' wanted Cass to grow and be able to make informed choices and have a life beyond Batgirl.
Given that Bruce went through phases of thinking Batman was the real him, it's not as if he was being hypocritical on that ground, at least.
And when Babs pointed out to Bruce that maybe they were abusing instead of healing the wounds, he listened to her. Meanwhile, again, despite of all Babs' good intentions, the only information more Cass had after she left Bludhaven was things she'd gained through being Batgirl.
So because he had good intentions, that makes it okay?
No, but it ought to count for something that he was encouraging her on a heroic path.
