I get uncomfortable in equating criminals with 'the poor' or a certain class.

It seems like equating strength of character with socio-economic status. And I disagree with that.
That was one of the biggest flaws with Marvel's CIVIL WAR, only reversed. Nearly all the Anti-Reg characters were from the "lower end" of the socio-economic status scale. And the wealthier character were Pro-Reg and thus, evil.
