Yeah, because he sold his soul back to Cytorak right?

Is that why it looks like he has a collar on? to symbolize his enslavement to Cytorak? Or am I reading too much into this.

On Juggernaut's role in WWH: X-Men, Gage said "Juggy has, for the time being, given up trying to be a hero. He's chosen to embrace the full power of the Juggernaut, which, under the demon Cyttorak's rules, means he has to be a villain. But Juggernaut was never an all-good or all-bad character; that's what I like about him. He may be on the wrong side of the law again, but that doesn't mean he'll be kicking puppies or killing senior citizens, and it doesn't mean you won't ever see him do something positive. He'll probably be a lot like the Juggernaut you remember from his past battles with the X-Men. And who knows? He may be looking for a way to get the upper hand on Cyttorak and still keep his power...if that can be done!"

So he wasn't a full-on bad guy at that point.

Yeah, but that was before Mike Carey decided to have him randomly killing civilians, so what Gage said at that point doesn't really stand. Carey made him fullblown psychopathic.

Define "irony:"

Now that Bruce Banner can no longer transform into an unstoppable rage machine, he's deliberately goading everyone who already has the power and the motive to kill him.

... And yet, somehow, it makes sense. Even more than Peter Parker and Matt Murdock combined, Bruce Banner's life with super-powers has been a living hell, and now that he's survived that, nothing else frightens him.

Moreover, since giving in to his rage no longer causes him to turn big and green, he feels more free than ever to nurse petty grudges and treat people like shit as much as possible, which must be like a lifetime worth of Christmases for him.
