Miller's already stated that the reason why Oracle's angry is because he has to go by her recent mini-series. He says she's going to get better.

The stupid mini-series doesn't pop into existence by itself. There's been a systematic deconstruction of Babs' abilities over the last few years. I'm just saying, all those times everyone else said, "Yay, Birds of Prey!" and I said, "Seriously, guys?" this is what I was talking about.
