No, I don't think so. That's how it's used in my circle. It's a slang term, and thus used different ways by different people in different places. Checking Wikipedia, (I know, I know) the term's been in use since 1949, and while the entry describes it as going as far as heavy petting, in one of the footnotes it refers to a book published in 2005 using making out to include 'sexual intercourse'.
Anyway, it doesn't really matter; point is, Peter said making out, and he has even less idea than we do what happened.
