That's a good question, because frankly I'm kind of a hypocrite on the matter. :) Disclaimer: everything below is just the opinion of "an outsider" whose only comments consist of stupid joke posts, and who doesn't buy many comics. No offense intended to any individual or the community itself; I was asked, so I'm answering.
I can tell you that I definitely don't like posts that are nothing but a link to another site (i.e. the newsarama one that's up now) with a "for legality" panel. There are approximately 20,000,000 blogs about comics with comics news, all of which have RSS feeds or email subscriptions, or whatever the hell LiveJournal software uses, and so I see it as redundant at best.
As far as web comics go, like I said, I'm kind of a hypocrite. If they're actual web comics that have gone through the effort of putting together a website, have a backlog of postings, and some effort to improve the quality over time, I'm fine with them-- I see it as being the same thing as posting a few pages of a comic book, you're providing a "sample" so that people can visit the webcomic site and browse on their own if they decide they like it.
If people are posting their own web comics, that they created, and using this site as some kind of low-rent publishing platform, then I'm a lot less forgiving. First of all, it's shameless self-promotion, which I personally feel is one of those grumpy "things that's wrong with society today". But moreover what bothers me, if you're serious about the craft, get a website and do the craft! Websites are cheap (or free, really: no reason you can't use, say, Blogger.com or Wordpress.com for publishing comics.) If you end up impressing somebody else, and they post your work here, consider that a compliment.
Anyway, just my opinion. And I say this as a failed webcomics creator. :)
