And do you seriously believe that Waid has even thought about this far enough to have said to himself, "Well, yes, that's a natural consequence of this situation, but I've already figured out that he could turn his own powers off, even as a child," or are you just looking for an excuse?
Because once again, I see shallow, surface-level thinking on Waid's part. If it turns out that he's actually come up with yet-to-be-revealed on-the-page explanations for all these plot holes I keep pointing out, then I swear I will apologize, but you know what?
