They failed to actually destroy all the remains, so he was able to regrow from a chunk.

Now, I haven't read the issue so what I theorize is completely from just these three scans, but...

OCD tactician with superiority complex. Crafts a team and trains them to fight in an exacting manner and strategy, that brooks no deviation. They all have a specific target or targets. Like all battle plans in tends to go to hell when variables occur - which they always do.

Blackbriar Thorn died in Infinite Crisis, but other than that, I like how Willingham and Sturges pulled out their favourite Z-Listers for this.
The Dog Pound's from Sturges fill in on Blue Beetle and I'm pretty sure Judomaster is fighting Tapeworm. I mean, c'mon! Friggin Tapeworm!

BT has died a bunch of times, but just add soil, water and some love, and he grows back. I believe he was starting to grow back in that same issue he died, since they mentioned he was throwing in his will for Captain Marvel with the Super-Duper magic-pumped up Marvel was fighting thr Spectre.

Yeah, it was Willingham himself who killed off Thorn, and in the same issue he showed Thorn's sapling "growing back".

Just glancing at these clips (I haven't read any new JSA stories in years), my guess is that the villains are saving her for some ulterior motive. They're going to use her in some way, as a scapegoat or to siphon off her power or something like that. It's not because they're afraid of her or want to spare her.

This screams of the opening salvo for Connor McCleod in Highlander. When he is on the battlefield with his clan and all the enemies back away from him and refuse to fight until the Kurgeon comes up to kill him.

I'm wondering if she is the real target for the "leader" of this rag tag bunch.

Tiger Moth was last seen permanently insane in "Return of Ra's Al Ghul", so she got better in a hurry.

And Blue Moon was introduced in Shadowpact as a contract assassin.
