This is why the character tags shouldn't be cape/civilian

There are at least 6 different possible Nightwing tags (Clark Kent, Van-Zee, Dick Grayson, Kara Zor-L, Jason Todd, Chris Kent) and 5 Flamebird (Jimmy Olsen, Ak-Var, Betty Kane, Kara Zor-El, Thara Ak-Var) several of whom (Clark, Dick, both Karas, and Jason) have other cape names*, and several others (Jimmy, Chris, Thara) have non-costumed identities, which are likely to come up. And all of whom could easily be of interest in their time as Nightwing (if only for the 'trainwreck' aspect).

One Nightwing tag to cover all 6, and each of them having an individual tag under their civilian names, would work far better.

* Jay's potential tag under the current format is insane: 'char: Robin II/Red Hood II/Nightwing V/Red Robin II/Jason Todd'.
