Didn't the missile penguins appear in Tiny Titans at some point?
Tiny Titans being one of Robin's prolonged, feverish dreams would explain a lot.

Yes they did, though they debuted in the "Batman Returns" movie.

Actually, in canon, Tiny Titans is a cartoon in the DCU, apparently. Most likely, a followup to the "Teeny Titans" cartoon from 1992's "Titans Sell-Out" mini-arc.
