No, Alfred played the moral compass. Whenever Bruce scolded Robin because Robin had got badly hurt, Alfred was the one telling Robin that Bruce's coldness and anger was not because he thought Robin had failed, but because he'd been worried.
It's wrong that Tim, whose motives for upbraiding Damian are at least partly based on jealousy, gets such authority over the kid, and I can't imagine Alfred condoning that, especially given that Dick is around and is supposed to be the authority figure.
