Nope, you're completely right in that. Though in fairness to Beechen, he was really only finishing what Horrocks and War Games started; Babs-Cass is sort of a steadily declining slope, starting from the high point of NML where Babs meets her, names her, gives her a purpose and is responsible for her, through the Puckett run where Babs *is* Cass' supporting cast and explicit mother and they interact every issue, but Bruce begins to take a larger role in her life and start having some paternal association with her, to Horrocks, whose run reads like he himself is vaguely contemptuous of Babs and it's bleeding through into his Cass portrayal and who was far more interested in the Bruce-Cass relationship, to Gabyrich, who had no access to Babs at all due to the "everyone out of Gotham" mandate.
