What nobody seems to be addressing here, though, and what DC seems to be completely ignoring, is that Tim has specifically said that he doesn't WANT to be Batman. Hell, he doesn't (didn't, I should say) even want to progress past being Robin. In one of the early issues of Nightwing, Dick and Tim are hanging out, and Tim says that one of the main differences between their respective careers as Robin is that Dick always saw himself as Bruce's successor, or at any rate, someone who was being trained for a life of crime-fighting. Tim said that he did NOT see himself that way - he volunteered to become Robin because he idolized Batman and wanted to fight alongside him, not because he wanted to be a lifelong superhero. "I do my stint as Robin, then go back to a normal life." That's what he said. So really, the issue is not whether or not he should have been Batman, it's whether or not he should have gotten a new identity in the first place - if he can't be Robin any more for some reason, he should've A: retired, or B: continued fighting crime in some sort of non-costumed capacity. I realize that everyone has the right to change their mind, but he was pretty firm about it.
