My annoyance isn't directed at Bruce himself, but rather at this depiction of him. Bruce has never been someone you could associate much with the words 'advice', and to pretend he's suddenly blind to it is making him a serious disservice.
Examples of Bruce's advice to Jason (admittedly not exact quotes): - after Jason broke the collarbone of a dealer: "You shouldn't have done that. He went in shock when we could have used what he had to say." (Batman #645)
- after Batman stopped Jason from beating the crap out of a pimp: "What, are you trying to kill him?..." "Hey, we still breaking up that drug lab tonight?" "...Yes." (Batman #422)
- after Jason persuaded Two-Face to take him as a hostage, on his first outing as Robin: "That hostage exchange was foolhardy." "Did I flunk the test?" "Hardly. The other Robin would have done the same thing." (Batman #410)
- when Batman and Robin catch up with Garzonas: "He's all yours." "C'mon, Felipe! Be a sport! Resist my taking you in! Please resist!" (Batman #424)
The way I see it, Bruce did very little to put a rein to Jason's issues of anger and frustration when it wasn't too much by Batman's standard; and as Batman's standards for violence are rather high, the situation between Bruce and Jason had doom spelled all over it since being Robin started being worse for Jason instead of helping him. Then again, I haven't read all of Jason's appearances, and I'd be glad to have examples of Bruce giving him advice and him ignoring it.
