"I think you answered your own question there. There already is a Batwoman in town, who is probably close in age to Barbara. At this point, I don't think Babs would take too kindly to being called "girl" again after all this time." I think I wasn't being clear. I think BARBARA could easily take on the Batwoman costume/identity. The hair color works, for example. And a storyline where new Batwoman doesn't survive (being a newbie and all), possibly related to Oracle-given info, might beenough to spur Babs into stepping into the role in an attempt to bring about justice. Might be a cool arc. "It's like why you don't have the Justice League barging in when there's a gang war in Gotham" Again, I wasn't eloquent. It was bringing Babs INTO the larger DCU that made her paralysis so blatantly odd in being the only malady not curable in the Metaverse. Relegated to Gotham and environs, it is/was perfectly acceptable and well done. "There are no other prominent disabled characters in the DCU." There are hardly any deceased characters either. My point is that, unlike the real world, the DCU is awash with cure-alls, be they magical, technological, or alien, or what have you. In HER universe, Babs remaining in her condition almost relies upon her NOT wanting to walk again.
