Considering that just about all the Dick Tracy villains you mentioned are dead - Tracy takes care of his bad guys real permanent-like - such a scene might have to take place in the context of the movie version, where they're all part of the same mob. Come to think of it, if Batman was also the movie version - by which, of course, I mean the original Tim Burton movie - that might actually make for a REALLY interesting team-up. The two movies are actually very similar, in a way - they both feature spectacular artificial worlds dominated by mob-related crime, and watched over by a lone crimefighter with a distinctive outfit. Tracy's nameless city is almost a technicolor mirror version of Gotham, minus the more gothic aspects. I can picture Tracy having a 'where does he get those wonderful toys?' moment, too - given his fondness for the two-way wrist radio, he would probably be severely jealous of Batman's arsenal of gadgets. Come on, tell me you can't see this working - the black-rubber body-armored version of Bats alongside Dick Tracy in his yellow trenchcoat, the Joker and Big Boy trying to out-ham one another (THAT would be a sight), Tess Trueheart and Vicki Vale bonding over cups of coffee - it's a natural! (The only thing that WOULDN'T be able to happen, unfortunately, would be a Kid/Robin rivalry, because Robin isn't in the Burton films. Oh, well - you can't have everything.)
