It can also lead to forced abortion and sterilization of women by some of the more local determined government population control officials in some of the provinces in enforcing the one-child policy (which has been testified to by in the US Congress and European Parliament by women who have gone through it) and even worse (demographic-wise) it has led to an utter disastrous imbalance in the male to female ration among those under 25 where it is estimated in 50 years there will be something like 2 men for every 1 Chinese woman, because many girl babies are killed at birth or put in orphanages so their parents can "try again" to produce the much-wanted son. Which is why I understand the distaste of the "Mother of Champions" character (although I agree Tomasi gave her some pathos and gravity in Nightwing,) having to pay more taxes is only the benign penalties of the One-Child policy...and besides many say India has already surpassed China as the world's most populous country now anyway and we don't get an Indian version of the "Mother of Champions".
Or it could just be that it's very hard for me to get behind a group of "heroes" who serve to prop up a dictatorial one-party state (even in the DCU). When Captain Atom put together a team in Superman/Batman to take out S/B at the behest of Lex Luthor, we weren't supposed to root for him or his team to succeed, even though they were all "heroes" except Major Force, because ultimately Luthor was pulling the strings. I feel the same way about the Great 10.
