Gotham Central: that one time when they shot Batman (whoops)
If I recall correctly: when the Joker was sniping people in an earlier arc, he also kidnapped a female news anchor, tied her up, and hung her upside down with a camera pointing at her with a bomb nearby. Detective Nate Patton tried to disarm the bomb. Meanwhile, Batman showed up and managed to rescue the woman, but not the detective. The ensuing explosion put Patton in a coma, and eventually his family chose to pull the plug. Nate's partner was Romy. The police department took down the signal and then instructed the officers to treat him as a hostile.

Aaaaaand if it matters, Romy does get her gun back before she gets in trouble, thanks to some diplomatic work from Robin and Stacy the receptionist.

Haha, I dunno, really. I think lots of people would've been sympathetic to her case.

If I was a cop, I'd be pissed.

I mean, how is what he did not a needless act of disrespect? Guns are nothing to him, but are a cop's only weapon and means of self defense.

The millions of ways he had of getting out of there, and he smacks her around and takes her gun before disappearing. If Gotham PD had come down on him like a ton of bricks, I would have cheered.

I don't think it would have set the right "tone" with the GCPD, to get shot by a cop while interrogating the Penguin and then to book it. But what he did was dickish, yeah.

That's pretty stupid of Batman really. If she hadn't gotten her gun back, well...things would have gotten ugly. Cops are practically required to step up when someone throws down the gauntlet like that, and a pissing contest between Batman and Gotham PD wouldn't be worth it.

With that same reasoning, however, I don't think they would start a pissing contest over the taken gun. It takes something like Batman "abandoning" them during No Man's Land, or the aforementioned death of an officer, to start that sort of thing.
