I don't know. He actually escalates in annoyance throughout the issue. He starts off by saying "yeah, we already have a leader" immediately after Gar's extoled his own virtues at length (given the utterly bored reactions of Jaime, Lorena, Virgil and Amy). Then he goes back and reiterates his leadership skills -- when no-one wants to hear it -- and only then does Raven appear.
After that, you've got Gar swapping into various predatory animals in anger (Jaime flinches away from him in the background, Amy's recoil is in the foreground later on) and generally overreacting.
At this point, he comes across as self-important and a little unstable! Especially to Jaime, who had to earn his place and then some on the team. I thought his snappish tone was pretty reasonable given how Gar freaked him out earlier.
