I don't think they have here, but in the Red Hood's first appearance, where he was the original alter ego of the Joker, it was revealed that the hood was also a working diving helmet and gas mask that came with its own air supply. This allowed him to make dramatic escapes through gas mains and other places where a regular person wouldn't be able to survive two minutes without air.
