It is frustrating, yeah, but I think you have to look past Tim's inner monologue in this.
So I know what you mean, but as a reader I didn't get the sense from this story that Jason = dumb.
Granted there is the poking an open wound with the "Jason = dumb" inner monologue. But/i> you look at Jason's plan to clean up Gotham, the fact that Tim admits he used Jason's idea AND that when Tim managed to do what Jason wanted, only using money to do it (and without casualties), that Jason praises him in that older brother way: "..You did good."
(BftC is a whole other can of worms that deserves a strongly worded letter to Tony Daniels, however...)
