Skrull science was generally at a higher level than the science of human civilization. The Skrulls were ruled by an Emperor or Empress, who had absolute power. Skrulls became aware of Earth when they discovered a space warp linking Earth and Throneworld. Slowly the nurseries at hospitals go silent and the world begins to simple stop producing newborn babies. Science is forced to move forwards to find a way to have babies in vitro, and as humans begin to explore the process of conception they find themselves playing God with genes. Some are born 'perfect', ordered just so by their adoring parents. Some are born with a little help, but mostly natural with their genetics- and then of course there are the outsiders who are some how 'imperfect' in a world that is slowly focused on being perfect. But as theses new classes come out, so does the need for even more births: the population is low, and people aren't getting married. With the aid of power propaganda a new president and Houses pass a marriage lottery law that will force people of all classes to marry complete strangers if their names are drawn.
