It is a logical progression: one's concern about the discretion of one's staff when short term is predicated on what it is possible for those staff to disclose if indiscreet. The short-term nature of the factotums implies no lengthy period of accumulated well-treatment and favor, nor any professional fondness for a good position. In the absence of conditions that would predispose one's staff toward silence, or worry that that silence is not upheld, one might conclude there is nothing for the staff to gossip about.
