I never thought of it that way, but it makes sense. Brian and Justin's storyline isn't wrapped up, but it is left at a very satisfying place and with a very "movie" moment. And when I think about watching 103 for the first time, my prevailing reason for watching 104 was to see what happened with Ted. His story was the only one I was concerned about (concerned not interested because I was always interested in Brian and Justin).
I know 104 is the point where Cowlip began developing their own storylines instead of following the British show so maybe that's why 101-103 seem so self contained. I think Ted was supposed to die at the end of 103 so it really could have been an ending.
What makes sense in terms of a movie is where we are left with brian and justin. Obviously when you go to a movie you know a storyline can't be wrapped up the same way a long series does. You want a sense of where the characters are going and then you fill in the rest. I could have walked out of QAF the movie believing Brian and Justin would be together. Justin gets Brian to break his rules for him, and in a movie that means they are the couple of the movie and live to have an unseen future. In a TV series we expect to see more of that future, but it could have been a goof movie ending.
