What is the policy on pets here?

Asking for a friend who may or may not have put his name down to adopt a couple of rats. (They have a cage and will be in said friend’s room. They’re both boys so there won’t be a sudden population explosion.)

I would really like that! I never got to have a pet back home, so I like meeting other people's.
