[ Reid has spent some time carefully setting up the encryption, knowing fully well that his attempts to keep this discussion away from from the people that might take it the wrong way may result in them taking it the wrong way, should they ever find out. This is the best way he can think of to discuss this though, as a community and after yesterdays events he feels a stronger need to rally than ever before. 

He's in full on Serious Mode when he clicks on the feed, voice even and confident, perhaps more so than most are used to seeing him. ]


Good afternoon. For those of you who don't know me, my name is Spencer Reid. I'm a member of the Behaviour Analysis Unit of the FBI back home — law enforcement. I used to be part of the Investigative Team- [ Pretty much co-founded it back on day 150. ] - but quit the Force some time ago... and that leads us to what I want to discuss.

As some of you might know, the Defence Force has been controversial for longer than we've been in this prison. I feel, and I doubt I'm alone in this feeling, that it has outgrown its original purpose. There aren't that many of us left, certainly not enough to warrant an internal police force like this. Concerns have been brought up in the past that the Force acts without taking into account the wishes of the rest of the population, with regards to escape plans as well as punishments of our fellow inmates.

This is why I'm addressing you — I want to hear your opinions on the current state of the Defence Force. What is your impression? And, in a broader sense, what do you feel we as a community should do to better protect and care for each other?

Oh, and - please be discreet. I'm not looking to cause trouble with the current leaders of the Force, but I also don't wish to provoke them with this discussion. For the time being, please keep this between us.

I understand that. But, do decisions made by those who choose to participate hold weight and technically power over those who choose not to? Why would that not just be the same thing we have now, but only missing the vetting process?

I am familiar with the idea that for a democracy to truly work, it needs the participation of all it governs over. Even if a segment of the population refuses to participate, they are still governed by the decisions made by those who do. Abstention does not equal a lack of accountability.

I do not disagree that the Defense Force in its current form should not stand. However, there is no current oversight from the Wardens to protect against all transgressions. If you're suggesting that the entire population of the dome participate in some sort of governing body in which we have lawmakers, enforcers, and a judiciary system to prevent one body of authority from acting as all three, I do not see decisions coming in a timely manner when something has to be carried out, even with the small population we have.

Additionally, for those who do not participate in any of the proceedings, their own situations will also essentially be affected by the decisions made by those who do. If those who participate decide on an action that conflicts with the desire of one who is not participating, does that not violate what you are attempting to create?

[What Tieria knew was intervention, not governing. Concepts were one thing. Practice was quite another, and Tieria was having a slight issue reconciling the situation of having the population have more say, but yet still having pull over those who refuse to have a say. It was either all in or all out, and he couldn't see what Reid was proposing.

Plus, he was still reluctant to dissolve the one thing in the prison that was closest to his original purpose, the reason he had been created in the first place. To take that away from him would leave him lost. He wasn't ready for that. So he might be playing devil's advocate to get Reid to rethink his idea for somewhat selfish reasons.]

Are you listening to me? I'm not suggestion an even more complicated chain of command or... or dividing up the fifty people still in this place into government branches. I'm not asking for total participation but rather the invitation to participate in a process that already greatly affects our lives and that we currently have no say in!

Look — I appreciate your input but I'm seriously starting to suspect that you're making up scenarios for the sheer purpose of complicating the issue so if you don't have anything else to say, I think it's for the best if we stop the discussion here.

[ He understands the need for purpose but substance has to come before form — if you need a membership card in order to help your neighbor, maybe you weren't that interested in helping in the first place. ]

[Tieria frowned a bit, but then nodded. He still didn't really see how anything about this wasn't completely contradictory of itself, but he also wasn't sure how to ask the question he needed answered in order to get a better explanation that would help him see things in the way that Reid seemed to.]

Very well.

[And he ended the call, not in an angry way, just in a "okay, then, I guess we're done way". Flat and emotionless.]
