That is a threefold answer, The townspeople who are not kidnapees, like us, are ruled by a maypr and a town council.

The kidnapees have no one central ruler, but live as they please, following the laws of the town that was here before us.

And the power that brought us here is unknown, but whoever it is, they are capable of bringing gods, men, and other races to this world seemingly effortlessly.
