The first drop-off had already been made. Sure, Percy could've sent it by owl or used a delivery service, but that rather defeated the purpose. Regardless of all the issues Percy had with George over the years, when it came down to brass tacks, he was still honestly concerned for George's well-being. He'd been the same way with Fred's death and funeral, though he was a tad resentful that the rest of his family seemed to have forgotten that.
Regardless, Percy wanted to come to check up on George but at the same time was concerned that George wouldn't accept his company nor his gifts. That was his motivation for his sneaking in while George was resting. It reminded Percy of when his father had been bitten by You-Know-Who's giant snake, Nagini, years before. On the verge of death, Percy had rushed to St Mungo's where he sat by his unconscious father's side and wept. Nobody knew. The situation was very much the same - he'd been at odds with his family and hadn't spoken to them for such a long while. Perhaps they would never know how much he really did care for them and how he wished to be accepted. It was probable that too many bridges had been burned to span that gap.
It was Percy's full intention to do a similar drop-off for Penny. The whole situation with Charlie was like walking barefoot on shards of broken glass, as far as Percy was concerned, and he didn't want to upset his brother by showing he still had some affection for her. At the door to Penny's hospital room, Percy leaned over and cautiously peeked in; she was lying in bed, her eyes closed, and Charlie was nowhere to be seen. Silently, he entered, coming to her side to place an arrangement of Spring flowers for her upon the nightstand.
He was about to turn to leave when he froze. Looking at Penny lying still brought back another memory, of her paralyzed by the Basilisk at Hogwarts. Again, he kept vigil over her still body, worrying himself sick over her condition. But that was then, this was now. It made him sad, but he told himself this was only lingering sentiment and that he should leave.
