Tutorial #3 from me :-)
I made this graphic today and thought it turned out pretty cool so I figured I'd share how I made it. This was surprisingly easy to do.
This is the original screen cap just resized a bit so it doesn't engulf the screen. Cap credit goes to marilla_pm67.
This is the cap cropped and resized with 1 screen copy & 1 overlay copy of the image to brighten it a bit.
Then I added this texture set to screen at 36.5% opacity:

Another texture set to screen at 95.7% opacity:

Then I took this texture and set to overlay at 100% opacity:
The result again:
Next I added a layer with this color set to burn at 53.7% opacity. The color code is 3c9aa1.
