And I assume that unlike Steve, you're not going to want to inspect the gift horse thoroughly in the mouth and will instead understand the myriad ways in which I am useful. A notable way is that out of all of us - with the exception, of course, of Ms. Maximoff - I've made the most recent tour of each District and, not being overburdened by a heavy cloud of grief blocking me from making observations...
We're not going to make any inroads in District One or Two. Those are going to the Capitol, and there's little use trying to muster support up in either of them. There's a chance for minor bouts of insurgency, but it'll be scattershot. They're too entrenched and they've lived too comfortably for too long. The best we can do is take stock of their weaponry and lump them all together with the rest of Stane's forces.
We've got District Three and Eight, for which we can thank Wanda and Steve respectively. There's obviously more of a stranglehold on Eight since your demonstration and an increased Peacekeeper presence, but the citizens there are pissed off and ready to do something about it. We don't have the resources of the Capitol, obviously, which means if Stane wants to put Eight down fast and hard, all it takes is the push of a button, but until that ever-approaching inevitable moment, get enough guns into people's hands and enough bodies on the ground and if we could get some movement, it could be useful.
Twelve is useless and we can essentially write off the entire population preemptively.
From there, it's a numbers game - some need a nudge, some need a firm push, some will go one way and some will go the other. Obviously, it's not an evenhanded fight. I'm not going to pretend I have high level military grade experience, but I've spent enough time around Stane's various advisers and militia to say that if we want to do any real damage, there are three Districts that count. This will all be decided by who controls Five - power, Six - transportation, and Ten - food resources (and the closest food production District to the Capitol, when and if transport becomes an issue.)
Whatever resources we have or whatever support we've mustered, I think those are the best places to concentrate it. We can't beat them in terms of firepower, so we're going to have to outplay them. (And this doesn't take into account a lot of other issues, namely that we'll need somewhere to go, some sort of basecamp, someone running this thing - well, if I start naming everything we lack, I'll run out of paper, but I assume you get the general idea.)
