LONDON - The first of the new legislation to be proposed to the Wizengamot by Ministry Rodolphus Lestrange's cabinet was announced today: It proposes "stricter regulations for the management and control of magical creatures (Beast/Being)" as a means of having more defined restrictions on what magical creatures can and cannot do.
