I've been a bit hesitant (obviously not a lot hesitant!) in talking about this since I feel like my impressions might have just been off, but this was exactly my impression, what you've just described. It did feel exactly like a weird assertion of Bruce's primacy. It seemed like in the stories I read it was Barbara who took responsibility for Cass as a person, but this made it like Barbara was just a proxy for Bruce. Also, as I said, I feel like in many of the stories with Cass I've read it's important for her to not make a replacement father out of Bruce. That's almost too easy for her to do. But sometimes it's as if it's better to be a mostly-forgotten, not-really adopted daughter of Bruce than a fully-realized daughter of Babs. And then of course they don't know what to do with her once she's there since she's not mirroring the issues of Wayne Manor. They're all lost boys looking for fathers; Cass is a girl without a mother.
