How? That V-neck certainly doesn't protect her heart or lungs, and the bare legs expose her femoral arteries and her hamstrings either of which would be devastating if cut. And that's presuming the material of the costume is at all protective. If it's merely spandex, it might as well be bare skin for all it will stop a weapon.
That of course is frequently ignored by people that whine about how much skin an outfit exposes on the basis of "protection". If the costume is armored, yes it makes a difference how much it covers, but if not it literally makes no difference whatsoever. Standard spandex or lycra or what have you doesn't even give temperature protection, let alone anything else. For all practical purposes, someone in head to toe stretch cloth might as well be completely naked as far as protection is concerned.
Armor stretch cloth does exist at least in Marvel, where it's called "Beta Cloth" and it's worn by SHIELD agents and others. Given the level of supertech available in the DCU it wouldn't be hard to imagine an equivalent exists there as well. But unless it's stated, it can't be presumed that the standard tights most heroes wear protect a damned thing no matter how much skin they cover.
Combine that with the same level of whining about "protection" being made for characters who have armor skin or force fields or other forms if innate protection, and how the same arguments are almost never made about male characters no matter how many speedos or loincloths we see as costumes, and it becomes painfully apparant that the "protection" argument is a hollow mask for a completely different argument entirely.
