Maybe he's in a long distance relationship with his boyfriend? Who we haven't really seen since Northstar joined the X-men

He's probably been spending too much time in San Francisco, and the relationship is feeling the strain. And now that the X-men have moved to an island in the middle of U.S. waters (possibly illegally), Osborn might be putting a lot of pressure onto the unnamed boyfriend.

Probably not officially, but he did manage to get Weapon Omega out of Canada and onto the Dark X-men, and he tried to grab Aurora too. So he probably has some pull, being the saviour of the human race and all.

Plus Canada only has Omega Flight to defend them which is down to just Arachne and Sasquatch these days. So he could extradite her for her crimes during the Civil War and Omega Flight would be down to just one member.

SHEILD had authority in Canada so it's perfectly believable that HAMMER does too.
