Loki actually had to think on that. Would he really recommend any of them to lead? He knew, deep down, that Thor had the potential in him, although he still had a lot to learn. Stark had more ability than anyone gave him credit for, and the Captain, while sanctimonious, did seem to instill bravery in his fellow compatriots.
As he served her, he finally decided on an answer. "I think all of them are capable of leading, if they rise to the occasion." He hummed to himself for a moment. "Even if they...thwarted a plan I had in the past, I do admit to trusting them over anyone trying to 'lead' in the prison." It was true, and he wasn't quite sure what to make of that truth.
