Magic Center
Loki's 2014 wish was for a location (with very specific protection and design) where magic users could congregate to teach, learn, research, do spells/rituals, etc. in a safe place - both from outside dangers and to keep others from being damaged by the magics involved.

Appearance and layout!
Appearance:
It is not an overwhelmingly inviting place, as far as decor goes - most surfaces are hard, sleek. The floors are dark stone, and the walls are white stone, both with a high polish. The fixtures are generally a brightly polished metal. The general vibe is a temple in Asgard kind of feeling.
Outside is much the same. The building is shiny white stone, metal accents, and there are lots of windows that you can never really see in through. (See magic section for perception-altering magic details!)
Layout:
The first floor is a large open foyer, with a large desk near the front. This is where appointments for room-use are made (as-needed), class sign-ups are available, and information can be received. The decor here is bright, and there are a lot of floor-to-ceiling windows along the front and sides of the building on this floor. There are a few offices to the rear of this area, and a reasonably comfortable seating area off to the right of the front desk. The elevator is to the left of the reception desk.
The elevator is powered by magic, not by electricity (so in the case of emergencies, it will still properly operate). Inside, there is a panel with several labeled buttons. There are also locations where there are no buttons, simply labels. The floors with accessible buttons are floors 1 - 8, 12 (Observatory), Roof, and Basements 1 & 4.
The second floor is the library. The majority of this floor is public to all displaced, and features a lot of different books on different aspects and versions of magic, and things which relate to it on some level. There are several small reading areas tucked in-between shelving, and one larger central one. This floor has a lot of windows, allowing for a great deal of natural light during the day. Most books in this area can be brought home for further reading, with a few exceptions; after a certain period of time the book will return itself to the library and reshelve itself. Magic is cool.
Towards the rear of this area, there is a restricted section, where any books that are deemed unsafe for the unskilled (this being non-magic in general, and also young, or new to magic, individuals) are kept. They may be brought out like reference books, but not removed from the building; those who cannot enter the area may still read the books once they are brought out of the restricted area.
The third floor is a multi-purpose area for basic or introductory classes, information sessions, planning, etc. It’s mostly a series of larger rooms for gathering - sort of like a convention center or a community building, here. This area is among those that should be reserved if you want to use it. There is also storage on this floor, for tables/chairs/basic magical supplies/etc. and a very basic kitchenette area.
The fourth floor is the start of the magic-only restriction on the building.
This floor is pretty much just one large open area, with a small area for storage of the higher-class / more dangerous magical supplies. This is used for mass-classes, or larger spells that require a great number of people… or could serve as a ballroom or some shit, if that was ever needed. There are floor-to-ceiling windows here, and heavy drapes to cover them entirely as needed. This area is RSVP-only.
Floors five and six are smaller, more personal classrooms - each floor has two slightly larger rooms (approximately thirty people can comfortably fit), and the rest are smaller 2-to-4-person rooms. These should be reserved for use as-needed. There are storage areas in rooms near the elevator for chairs and etc.
The seventh floor is for the potions and alchemy and general witchy cooking spellcraft. This area is set up kind of like cooking competition show sets - there are just rows of stations that have sinks, cooking/brewing areas, etc. in them and plenty of workspace, and one larger area in the center for materials and supplies needed. This area is windowless, well-lit, and extra reinforced in case of explosions. No RSVP is needed for this area, as there are more than enough workstations for the current demand.
The eighth floor is for storage, study, and examination of magical items. These can be artifacts, cursed items, etc. - whatever, if you want to safely store and contain your items, there are lockers of a sort (see the front desk to get one!), there are tables for study, and there are places where exhibits of a sort can be set up. This area can be accessed by non-magic people for study/information if they are accompanied by certain magic-folk.
Floors 9 - 11 are private and inaccessible at the moment. Loki has claimed floor 11 as his own study (he likes kidnapping areas, okay!?), and the others are currently unfurnished and waiting for purpose.
The twelfth floor is an observatory - it is a large circular area that is floor-to-ceiling windows all the way around, and a transparent ceiling. The elevator does not seem to exist here - it brings you there, but you simply find yourself there, rather than having to step out of the elevator once you arrive. To leave, you stand where the elevator seems like it should be with the intent to leave, and you will find yourself back inside of it and can proceed as normal. This room is used for any larger spells that need access to unobstructed sunlight, moonlight, etc., or for simply looking out over the city if you want to for some reason. For magic purposes, the room must be reserved at the front desk; if nothing is going on in it at the moment, it is otherwise free to access - even to the non-magical. If a spell/ritual/etc. is going on, the elevator will refuse to take you, and will instead return you to where you were, or leave you in the lobby.
The roof is accessible much the same as the observatory, as far as the elevator system goes. It is glass in the center, and then solid stone again around the edges. There are no railings along the sides, but no one can fall off, because magic. Freely accessible to the displaced public.
There are five basements in total.
The first one is currently simply used for storage, and can be accessed by any magical-types or those accompanied by them, for the time being. It is mostly just a big empty room of boxes, tables, etc. right now, but may be later repurposed as-needed.
The second is for containment of magical prisoners - those who cannot otherwise be contained elsewhere. This area is not available on the elevator panel, and must be accessed in the company of Loki or one of the others he has given access to. The magic here is a dampening magic, which renders those who enter powerless for a time (magic they have placed outside the current moment will stay, i.e. protections on the building won’t go away just because Loki walks in, but no new magic can be done here!). No new magic may be created/done in this area. It will not work. This does not work for mutant powers, anti-aging powers, vampires, etc., just for magic itself. There are a series of rooms/cells, which are well-furnished for extended stays. There is a spell in place which prevents harm from befalling anyone in here, too - just in case someone decides to start offing prisoners, or prisoners think they can just die to get away, or something.
The third basement is another prison area, but this is a different one. It’s the physical representation of the opposite of somewhere you want to be. ...or, really, it’s a giant black void with just enough fear-inducing magic to make you supremely anxious about your safety without actually sending you straight to breaking and panic. Basically anyone who intrudes on the building with ill-intention, evil, or generally dangerous motives will be sent here. There is no way out because it is only a place in the vaguest of senses - really, visually, it’s a big empty room to anyone entering who was not intruding. The intruders minds are jolted into this pocket of dark and creepy to keep them contained without hurting them, until Loki can come sort this shit out. In the case of someone immune to telepathic abilities, they will just be stuck in a big empty room they can’t get out of, and it’ll just be minorly annoying at worst.
The fourth basement is storage/expansion space.
The fifth is a large underground bunker, in case of emergency. There is plumbing, generators, magic-powered lighting/etc., food storage, etc. etc. etc. in case something happens. This area is open to the public in case of disasters!
Magic!
The general important spells already in place:
- The entire area is protected from ill-will, evil, and general “rawr I’mma hurt someone” vibes. See basement 3 for details on what happens if you violate that parameter.
- There is a containment spell over the entire location, and separate smaller ones on each class area or public area designed for spells and general magic things. These spells reduce “spilled” magic, contain and disasters or “oops I just created a goo-monster that likes to eat human feet!” issues to the area it happened in. This also contains any auras the spells might have - if someone is doing dark blood magic of death, it’ll keep the resulting bleed-back of the spell from spreading to people who are sensitive to it - like Iliana, for example - or at least reduce the severity of it.
- Restricted areas are restricted based on the magic’s ability to identify who you are, your skill level/proficiency, and your health/safety. Someone like Kon or Clark cannot even get near the place, because it will recognize that they would be in danger by even getting in the door (of course getting near the door to be turned away will still kinda suck for them, but yeah). Etc. Use your judgement on this, for the most part, but if you have questions leave them here!
- There is a perception-altering spell on the entire place from the get-go. That was part of the wish-magic. Anyone who does not need to see the building cannot see the building. This means only the displaced will ever really notice it. Civilians will see there is a building there so they don’t like walk into it or try to build something on what looks like an empty lot but surprise! No it isn’t! or anything. But they won’t really be curious about it or see anything weird going on there, or anything like that. This also means non-magic people, if you don’t have an interest in magic, you might not even really be aware it’s a thing unless someone points it out to you.
I’ll expand upon details later on, but this is the important information!
Staff!
Loki will eventually be having at least three staff members in the building during daytime hours, and one in the evenings, with alternates as-needed so no one gets burned out.

Salaries are quite good, as Loki has pretty much infinite money access because trickster god, and wants to make sure the people in his care/employment are well taken care of.
Qualifications: The characters must a) speak to Loki about their interests (or he may approach them, depending), and b) he must at least trust them reasonably. He'll decide IC on them - i.e. I can't just straight-out decide where people go OOC. Message me and we'll work something out, but it'll have to happen logically in-game, also! If there isn't a position "open", or what's open isn't what your character would be interested in, but they want to work there, give it a shot anyway, because we'll try to make something work. :)
TL;DR (because holy wow yeah no there's a lotta words there): Magic building! There are rooms, classrooms, library areas, potion-ey areas, and lots of protections and restrictions on the entire place for safety.
