He's exactly the same Loki. And I haven't done anything to him, but if you expect me to be upset because someone else did, you're mistaken. I refuse to believe that men like him, like Adolf Hilter, like Red Skull, Alexander Pierce -- just woke up one day and decided that day, they'd decide that genocide was the right answer. I'm not saying they deserve to be hurt -- and I haven't made a move against Loki. I haven't put him on probation, I haven't been keeping an eye on him I haven't been doing all the things that you insist on for Ward -- before they killed hundreds and ruined families and thousands of people's lives, but there's no comparison between the leader of an army, and a soldier following orders. Grant was a soldier.
Peggy Carter didn't trust those people. Operation Paperclip was part of the reason she backed out of SHIELD. She wanted to do what was right, and she knew that trusting the wrong people was no way to do that. Don't bring Peggy into this, and don't confuse the fact that there are good people within SHIELD with the fact that SHIELD was doing good work -- because it wasn't. Eliminating threats before they happened? That's wrong. Nick Fury was wrong and rebuilding SHIELD is not the right thing to do right now.

And Yes as a matter of fact, I can tell you that there is a pretty good chance Ward wouldn't blindly follow Garrett's orders because he didn't. He didn't murder Fitz or Simmons like he as asked to.
Probation is no different than registration. You're singling him out, and you're doing it without discussing the action with other citizens or with the rest of the Avengers. You are taking the law and punishment into your own hands which you are not allowed to do.
What you did, was help Nick Fury take down HYDRA to rebuild SHIELD. That wasn't helping me, and that wasn't what I wanted to accomplish. I trusted you and I trusted him, and you both lied to me.
