You said it yourself, Natasha. You thought working with SHIELD was working for the good guys, but there is no way to be sure that your efforts and your work and the assassinations that you carried out didn't come from HYDRA. They build helicarriers to kill hundreds of thousands of people right under Nick Fury's nose. Do you really think they weren't capable of giving you operations? Of using you like they used the rest of us? In the end, there was no difference between HYDRA and SHIELD and I don't really think he's guilty of anything that the rest of us aren't.
Grant Ward has given me the locations of all possible HYDRA bases that he knew about from here to Colorado. He's been nothing but forthcoming with me about all of his ties to HYDRA, why he did what he did and what he hoped to accomplish. He's worked specifically with Tony for months and Stark trusted him enough to give him the paperwork regarding his company and it's new ownership. I think all of that counts for enough. If he does something to suggest he needs to be put on probation while he's here, that will happen. But he hasn't, and I refuse to enforce regulations that revoke freedoms.
I've been talking a lot with the Stark from the other world, particularly since the words "Civil War" have been thrown around, and we've talked at great length about what decisions like this could mean. Putting someone on probation because they're a hypothetical risk is no different than asking them to register because they have powers and/or abilities that might be a threat. It's singling out someone, smacking a label on them like they are some kind of "other" when they are no different than the rest of us/
You're right, you have been upfront with me since I've arrived here. So has he. But you can't tell me you haven't withheld information from me in the past. Even the fact that you agreed with me that SHIELD would be destroyed well knowing that Fury would make a move to rebuild it is dishonesty.
